The Asaba Waterfront City Development and Management Company Limited (AWCDMCL) serves as the dedicated special purpose vehicle (SPV) incorporated under Nigerian laws (RC No. 1912929) to oversee and execute the entire Asaba Waterfront City project. It operates as the central entity in a Public-Private Partnership (PPP) structure, where: Delta State Government holds 15% equity, Asaba communities hold 5%, Private investors hold 80%. This setup allows the company to leverage combined resources---government backing for land acquisition and regulatory support, community involvement for local legitimacy, and private sector capital/expertise for execution and financing.
